Site development – Dacorum Borough Council

Tibbalds was appointed as planning and urban design consultant to help Dacorum Borough Council develop a series of small brownfield sites in its ownership for housing.  The Council used the HCA Multidisciplinary Framework to appoint the team.

The Council’s aim is to deliver new homes, both private and affordable, through direct development and to generate land receipts.  The sites are spread throughout the Borough and include garage sites and other infill plots.

Tibbalds brought together statutory planning and urban design expertise, to carry out feasibility/ capacity studies for a range of sites.  Together with the Council’s commercial advisors, we developed a strategy for retention and development, or disposal of sites to the market. Tibbalds’ work included preparing and submitting outline planning applications and guiding them through the planning process to secure permission that met the Borough’s aspirations for design quality whist enabling the assets to be developed as efficiently as possible. For sites that were disposed of to the market, Tibbalds prepared Development Briefs to guide developers on quantum and form of development, planning considerations and the expected design quality.
